The Gig Workers Act 2025, published on December 31, will come into effect in March once all implementation mechanisms, including the Advisory Council, Tribunal and related offices, are finalized.
Human Resources Minister Datuk Seri R. Ramanan also said the gig workers’ advisory board membership would be announced later, with priority given to major platforms such as Grab, Named reported. He was speaking to reporters after the launch of the Grab Partner Campus of Grab the Friends Campus in Petaling Jaya yesterday.
The aim of the Gig Workers Act is to protect the social security, welfare and dignity of gig workers (e-hailing, p-hailing), while extending protections similar to those of formal workers to more than 1.2 million people in the sector.

Ramanan said Grab had committed to increasing Social Security Organization (Perkeso) coverage for its registered gig workers from 10% to 15%. The company is also offering training and upskilling for 5,000 employees this year, supported by government funding through the Skills Development Fund Corporation.
On regulating the income of gig workers, Ramanan said the national minimum wage of RM1,700 remains the base, while riders’ pay is determined by each platform. The HR minister rejected a uniform minimum rate for deliveries, saying it would put pressure on e-hailing platforms, which are still looking for profitability, and that a balance is needed between employee welfare and business sustainability.
“Many think that if we just take care of the workers, everything will be fine. That may be popular, but as I have told all senior officials in the ministry, we have to find a balance,” he said.
