The government says it is in the last phases of assessing the suitability and the delivery mechanism for the intended RON 95 fuel subsidy, with implementation plans for this that are expected to be unveiled at the end of September.
According to Minister of Finance II that Tuk Seri Amir Hamzah Azizan was the most important goal to ensure that those who really need fuel subsidies continue to receive help from the government, The star Reports. “The government is currently in the final phase of refining the suitability criteria and the implementation method for the intended RON 95 Gasoline subsidies, in consultation with all relevant stakeholders,” he said in parliament.
“This includes exploring multiple implementation mechanisms, such as testing the use of Mykad, e-Wallets and oil companies, to ensure that the initiative is implemented efficiently and without complicating things for the Rakyat,” he said.
He said this in response to the questions of Datuk Seri Wee Ka Siong (BN-Ayer Hitam) about this, in which we had asked the Ministry of Finance to reveal the indicators and criteria used by the government to determine individuals or households in the T15 category. He also asked the ministry to explain whether the criteria will be based on gross income, disposable income, location of place of residence, type of vehicle or other data sources.

Amir Hamzah said that the information from the Pangkalan Data Utala (PADU) socio-economic database will be used as a reference to determine the Eligibiility. “PADU data of various government agencies, including the Inland Revenue Board (LHDN), Road Transport Department (JPJ) and National Registration Department (JPN). This approach is intended to ensure that the targeting is holistic and accurate, based on verified and current data, so that the help only says those who are only the one who says that the help only those who really come,” he says, “only those who come to the help of those who are really one who really come,” “he says only who who really comes,” who is really the one who really comes, “who is really the one who really comes,” who only says that one who really says, “he says only who who really comes,” who are really the one who really comes, “who only says that the help.
With regard to the delivery mechanism, he repeated that it is expected to be based on the use of Mykad, whereby the map is inserted into a reader at a terminal of the gas pump, which then connects to the government’s centralized database to determine if the fuel quota is. “If it is eligible, the (person) Ron can buy 95 gasoline at a subsidized price of RM1.99 per liter. If not, they have to pay the full price at the pump, without a subsidy,” he explained.
He said that the Mykad method was also used for the payment of Sumbangan Asas Rahmah (Sara) assistance, whereby any eligible recipient is automatically registered and receives assistance for basic needs that can be used to buy approved essential goods at selected stores with the help of their Mykad.
Woe to the measures taken for Mykad, and how unnecessary problems would be avoided if there was a problem with the pump visitor. Amir Hamzah replied that the ministry had discussed the case with fuel companies to ensure that the method would be easy and that the process would be automated for the purchase of fuel.

“When a person arrives at the gas station, they simply scan his Mykad on the machine. The system will be eligible for subsidized fuel. If they are eligible, they can buy Ron 95 at the subsidized price. If they are not eligible, they can still buy Ron 95, but (at) the full, Losbide Price.
“No intervention will be needed from the pump visitor; the entire process is automated. If a foreigner tries to buy gasoline, because they do not have mykad, they will not be able to pick up the card. This mechanism helps to curb subsidy leakage. By using Mykad and technology, he can reduce the leakage.”
He said that the government will set up a public portal to check the suitability for the intended Ron 95 subsidy, together with a contact center to enable the public to ask for help, to provide feedback or to provide complaints through different channels.
Amir Hamzah added that the aspect of quota management would be investigated because it was important. “We have to set quotas to prevent abuse. The ministry carefully considered how the quotas should be allocated, so that ordinary citizens have sufficiently subsidized fuel, while managing risks of excessive use or fraud,” he said.
He indicated that the rationalization plan will implement a monthly covered quota on the basis of user type, with higher allocations for e-hailing and P-Hailing drivers.
