Children test HIV positive from donated blood; rights organization publishes a national notice

The NHRC on Friday said it has informed all states and Union Territories following six children who tested HIV positive after blood transfusion at Satna district hospital in Madhya Pradesh earlier this year.

“Such incidents occurring in different parts of the country have also come to its attention. Accordingly, the Commission has issued notices to the Chief Secretaries of all States and Union Territories, calling for detailed reports on the issue within four weeks,” the National Human Rights Commission said in a statement.

The reports are expected to include actions taken or proposed by them to address the problem, the report said.

The Madhya Pradesh government on Thursday suspended a blood bank manager and two laboratory technicians in connection with the six children who tested HIV positive at Sardar Vallabhbhai Patel Government Hospital in Satna district, a senior official said.

The action was taken based on the preliminary report of a committee constituted to investigate the matter.

The NHRC said it has taken suo motu cognizance of a media report that at least six children tested HIV positive at Satna district hospital after blood transfusion.

They were reportedly being treated at a hospital for thalassemia, which requires periodic blood transfusions.

The children were found to be HIV positive between January and May this year and the case has now come to light, the statement said.

According to the December 16 media report, state authorities are making efforts to determine whether the blood transfusion also took place in other hospitals. The hospital has launched an internal investigation into the matter, the hospital said.
