“We must create a real status of the chosen official of the young, tailored to the model of chosen students”

DIt is too long, our local democracy has been robbed of part of its living forces: young people. Barely 4.7 % of the local chosen officials are younger than 35 years old [selon les calculs de l’association]. The majority of young people give up candidates before they even tried, in the absence of solutions that are compatible with their studies, a first job or an emerging family life.

Faced with this anomaly, we decide, Association of Young chosen officers of France and managers of various political movements of youth, to speak with one vote to request the reform of the status of the chosen officer, registered in the agenda of the National Meeting, ultimately four simple and decisive developments.

First, the establishment of a real status of the young chosen officer, tailored to the model of chosen students. This status would guarantee the compatibility of involvement in studies or a first job by offering in certain attendance exemptions, the postponement of exams during partials, enlarged absence authorization, as well as the management of transport, representation and, if necessary, childcare.

Second, legal recognition of video conferences at municipal councils. The health crisis has shown that a mayor, a regional or municipal adviser, can participate useful. However, this presence is still not counted in the quorum or in the mood. We propose to allow distance participation, with the exception of budgetary sessions and election of the local director, to reconcile the mandate, the mobility of students or professional obligations without changing the ceremony of decisions. Make advice more representative

Thirdly, training and support must become effective in the mandate. We ask for a mandatory information session for the first time in the first six months of the mandate, the increase in the annual ceiling of individual rights to training, the possibility of using unused credits and the creation of a validation of the acquired experience to ensure the return to the work at the end of the mandate.
