LUCKNOW: The Uttar Pradesh Cabinet on Monday approved the New Okhla Industrial Development Authority (Building Construction on Land Transferred Through Exchange) Regulations, 2025, aimed at simplifying the approval process for construction plans on private land in the Noida region.The decision was taken at a cabinet meeting chaired by Prime Minister Yogi Adityanath. With the implementation of the new regulations, applications for approval of building maps on land transferred through exchange will now be processed directly by the Noida Industrial Development Authority (Noida Authority), instead of being processed through the courts.
Industrial Development Minister Nand Gopal Gupta ‘Nandi’ said that under the existing Noida Building Bye-Laws, 2010, provisions were available for land allotted through lease deeds. However, there was no clear policy for approving building plans on land that came into private ownership through exchange, which led to procedural problems. As a result, landowners in the Noida area were forced to turn to the courts for hearing of their applications, causing delays and increasing litigation. The lack of a defined regulatory framework became a persistent problem for both landowners and the development authority.
The minister said the newly approved regulations lay down a clear policy for processing approvals for building plans on transferred land, allowing the Noida authority to administratively process such applications. This is expected to reduce the number of legal disputes and ensure faster resolution of pending cases.
Officials said the new rules would benefit landowners by providing clarity, transparency and faster decision-making. This move is also expected to strengthen institutional mechanisms within the Noida authority and improve governance in urban development.
The government said the adoption of the 2025 regulations reflects its commitment to simplify procedures, reduce litigation and improve administrative efficiency in development authorities across the state.
