A man with a 25-year history of harassing young children was arrested after he had jumped out of his truck with only a diaper and pacifier and screaming ‘Goo Goo go, I need a diaper change’ with young girls who ride their bikes near a primary school.
Wesley World, 45, a resident of Whitehouse near Tyler, was taken into custody on Thursday after the police had issued warrants for criminal application for a small and criminal violation.
The horrific incident took place near Pollard Park and Andy Woods Elementary School in Tyler on July 29.
According to police reports, World was dressed in a diaper and he had a pacifier around his neck when he left his truck and approached an 11-year-old girl and her friend. Allegedly he shouted “Goo Goo go” and asked her to change his diaper.

The child told the officer that she was shook for fear. The girls ran to an adult who recognized the child, and the son of that adult then drove to the area. According to the sworn explanation, the girls were beef and they could hardly speak. They describe the encounter of a ‘scary guy’ who said, “Do you want to change my diaper for me?” ‘
The son of the adult was able to obtain a partial license plate. With the help of that information, the Tyler police identified the vehicle and linked it to World, according to the statement.
World corresponded to the description of the suspect and the police noted that he had shown similar behavior in the past. The document describes a history that goes back to 1999 from World who commits similar actions in which young girls are involved, including public indeclinity, wear a diaper in public and stalk his ex-girlfriend. At one point he was forbidden to visit parks in the city of Tyler.
According to the sworn explanation, World has a sexual fetish of wearing a diaper and the reputation has a sexual predator for children, especially girls who are 8 to 12 years old.
World is currently being held in the prison of Smith County with a bond of $ 600,000.
