Russian leaders claim that people are concerned with illegal behavior in these apps, which fall outside the reach of what can be enforced by the local police. As such, it wants to reduce their use in the nation.
According to The Russian Communication Regulator:
“We inform you to combat criminals, in accordance with the material of law enforcement agencies, measures are taken to partially limit calls in these foreign messengers. No other restrictions on their functionality are introduced. ”
Russian authorities claim That Telegram and WhatsApp have become the most important services “so Russians are cheated and money is shed from”, and that owners of these messages apps “have repeated repeated requirements to take countermeasures.”
The wider scope here is that Russia also develops its own message platform, that these apps will essentially replicate, but will be checked by the Russian authorities and will remain accessible to local legal enforcement groups.
