In Match Play you and your opponent (or friend or Frenemy) can agree on how you can determine the problem.
In a stroke game, where the distinction becomes more important, contact the committee. Not available? Per line 6.2b (4), use a reasonable opinion to try to play from the two club length rectangle based on the front and outdoor edges of the Tee Marker. Smart committees will design the positions of Tee Markers with spray paint for this event.

In a recent match play competition, my opponent appealed to his ball and started his swing. Middle swing rolled his ball forward from the T-shirt and he hit the moving ball. (The shot has even found the Fairway.) I know that the rules punish a player who meets a ball in motion. What is the story here? Not exactly the soul of generosity, Erik, but at least you are honest.
The general principle in Golf, as laid down in Rule 10.1 (D), is that you have to play the ball at rest and not make a stroke with a moving ball, so that you can indeed make the general penalty of two strokes in the game game and the loss of hole in match play.
However, this is where your disappointment will come into effect is a carve-out where, when the ball starts to move during the backswing, and you hit the ball while it moves, there is no penalty.
That is true because it specifically relates to a ball that falls from a T -shirt, per line 6.2 (B)/5 – yes, the rules consider almost everything – and everywhere elsewhere, per line 9.1 (B). In these scenarios the battle counts and you play the next recording of where it is.
