Hoovler’s tenure on the USTA board is defined by his extraordinary dedication and reputation as one of the association’s most financially savvy leaders. Over many decades, he has guided countless budgetary and strategic decisions with a steady, analytical hand. His ability to combine fiscal responsibility with a deep commitment to everyday riders has earned him widespread respect throughout the industry.
“Skip has always been one of the most trusted financial minds in our organization,” said USTA CEO Mike Tanner. “He brought diligence, prudence and disciplined thinking to every discussion. His leadership helped the USTA navigate both prosperous and challenging times, and his legacy will continue for years to come.
“What made Skip so effective wasn’t just his financial acumen; it was his integrity, his consistency and his genuine love for this industry. We are grateful for everything he has done,” Tanner added.

As Hoovler steps aside, the USTA proudly welcomes Roy Burns, whose career and reputation are completely rooted in the day-to-day reality of training and driving Standardbreds. With decades of practical experience, Burns is a respected voice within the OHHA and is known for his practical insights, down-to-earth approach and strong advocacy for riders.
District 1 Chairman Dr. John Mossbarger expressed confidence in the transition.
“Roy brings the perspective of a true working rider,” said Mossbarger. “His decades on the track training and driving across the state of Ohio give him a practical understanding of the issues facing our members in his district. Skip has set a high standard, especially in the area of financial stewardship, and while Roy’s strengths are different, they are equally valuable. District 1 is truly fortunate to have someone with Roy’s experience and character take on this role.”
