The PA-P license will enable the company to expand its in-store payment infrastructure, supporting large-scale transactions between major retail chains and SMEs.
With this authorization, Razorpay now has all three major RBI licenses: online payment aggregator, cross-border payment aggregator (secured by December 2025) and offline payment aggregator, according to a company statement.
Offline expansion
The PA-P license will enable Razorpay POS to further scale its in-store payment infrastructure and support high-volume transactions for industries ranging from large retail chains to small and medium-sized enterprises (SMBs).
Regulatory focus

Securing the Offline Payment Aggregator license from the RBI strengthens our ability to support businesses with scalable, compliant in-store payments as they expand their omnichannel presence,” said Razorpay MD and co-founder Shashank Kumar.
Hardware package
The company, which entered the offline space after acquiring Ezetap in August 2022, currently offers a suite of hardware including Android Smart POS, magnetic stripe POS (mPOS) and soundbox devices.
