Overlooking the Arabian Sea and just a 15-minute ferry ride away from leading beach resorts, a 4,000-seat convention center has been built in Goa’s pristine south to host major conferences and major events, including Filmfare-scale awards ceremonies.

State-owned Oil and Natural Gas Corporation (ONGC) has an Advanced Training Institute (ATI) at Betul in South Goa for training its workforce in safety and HSE practices. The campus is spread over 1 million square meters, or approximately 250-270 acres, with the training center housed in a small area.

In 2023, a makeshift conference center on the unused part of the vast land at ATI hosted a second edition of India Energy Week, as conference centers that could host an event of that scale elsewhere in the country were unavailable. And there the idea of building a permanent facility to add a new chapter to Goa tourism germinated.

Before the fourth edition of IEW in late January this year, the convention center was ready, senior officials said.

The renovated campus now includes a 4,000-seat oval-shaped conference center, a permanent exhibition hall and a management development facility, with a combined built-up area of approximately 39,000 square meters.

The facility is connected to beach resorts via a 15-minute ferry ride and offers direct access from major hospitality venues, they said.

“IEW is one event, but the facility is available to anyone who wants to organize large conferences and awards ceremonies,” an official said.

“Goa is India’s best-known tourism hotspot, and we have built this conference and exhibition facility on the ATI campus with the intention of positioning the state as a venue for major conferences and major events.” The facility is expected to host major national and international events, including film and entertainment awards ceremonies, officials said.

The oval-shaped Convention Center has a capacity of approximately 4,000 people at a time. It includes a VVIP room, a VVIP green room, two VIP rooms, two VIP lounges, CEO meeting room, 5 CEO translators, bilateral rooms, office spaces, 3 lounges, dining hall, dry pantries, elevators/escalators and a grand foyer.

The rectangular 8,353 square meter Management Development Facility (MDF) includes office space, dining hall, conference rooms, 182-seat auditorium, VIP lounge, office spaces, breakout areas, 8 syndicate rooms and 11 classrooms, while the 6,669 square meter exhibition hall is designed for major trade shows and exhibitions.

The campus also features a floating jetty and a helipad with four parking points, providing connectivity by sea, air and road. The jetty connects the site to all the leading hotels and resorts on the 15 km beach line in South Goa.

“It only takes a maximum of 15 minutes to reach ATI,” an official said, adding that VVIPs attending the IEW 2026 used small ferries to reach the venue in 5 minutes, and the jetty is designed to accommodate larger ferries as well.

The supporting infrastructure includes centralized air conditioning, power backup, solid waste management systems and a zero liquid discharge facility.

ATI Goa houses India’s largest 5 megawatt behind-the-meter microgrid, with integrated rooftop and ground solar installations, a vertical axis wind turbine and an energy storage system with 11,128 megawatt-hour lithium-ion batteries.

The campus is equipped with Wi-Fi connectivity, fire safety systems, landscaped green areas and parking facilities.

Officials said ONGC plans to collaborate with MICE (meetings, incentives, conferences and exhibitions) domain experts for operations, marketing and monetization.

The project is in line with the Ministry of Tourism’s efforts to promote business tourism and Goa’s plans to expand its profile as a destination for major conferences and events beyond leisure travel, she added.
