Changes in the next two years
The plan requires the Maryland Department of Housing and Community Development and the Department of Transportation to prioritize building homes near Transit stations and at the state -owned company.
Agencies must identify surplus state -characterism that can be converted into homes and can be moved quickly to get proposals from developers.
The executive order also creates a housing ombudsman to help navigate what Moore described as difficult local and state processes.
By 2026, government agencies will be obliged to digitize permit applications and to enable developers to use third -party reviewers to speed up approvals.
To keep track of progress, the Department of Housing and Community Development will publish through the entire State and local home production goals by January 2026 and release annual reports from 2027.
Urgency
Moore said that the changes are needed to keep Maryland competitive.
Without action, he warned the state risks “the inability to retain new people who entered the staff, which resulted in a lack of innovation and a stifling of overall economic development.”
The order is also a new Maryland Housing Leadership Award that acknowledges local authorities who achieve or exceed the housing objectives or have policy that promotes development.
