Maharashtra will soon be able to get an independent authority to supervise redevelopment projects

PUNE: The State Housing Department will probably soon make a final decision on setting up an independent authority in the lines of Maharera for a structured, transparent and responsible framework to keep specific supervision of redevelopment projects in Maharashtra.

Members of the Advisory Committee of the Ministry of Foreign Affairs said that the move follows on extensive feedback from federations and associations of the Housing Society. Commission President Rajendra Mirgane told Toi that recommendations have been submitted and that they would soon issue a notification.

The demand for such an authority has grown steadily, especially since the state witnesses an increase in redevelopment and self -reduction initiatives. Migrane said that the proposed authority was designed to bring a structured, transparent and responsible framework for redevelopment projects in the state.

“Once formed, the authority will distribute consciousness on GOVT rules and policy, record procedures and regulations, while the clarity is determined about the appointment of project management advisers and developers,” he said.

“It will help with standardizing development agreements and related concepts, monitoring approvals from multiple authorities, resolving disputes between developers and societies and supervising the process. Moreover, the new Authority for Financial and Loan procedures for redevelopment and function will be a quasi-judicial body to compete,” he said.

Founder chairman of the Maharashtra Society Welelfare Association Ramesh Prabhu has been one of the strongest proponents of the initiative. “The Real Estate (Regulation and Development) ACT 2016 (RERA) includes running and new projects, but does not deal with redevelopment – leaving a legal vacuum. The center is responsible for changing the law, but change has been done over the years. He said that other barriers include disputes between landowners and developers, termination of earlier agreements, unsafe building declarations, fluctuating market conditions and works that have been stuck due to lack of funds. “The housing department must take note of the challenges. Creation of a dedicated authority is relevant to generate responsibility, speed and confidence in the redevelopment process,” said Prabhu.

In the meantime, Maharashtra State Cooperative Housing Federation members have also supported the proposal. Federation director Shreeprasad Parab said that with more than 6,000 redevelopment -related lawsuits awaiting the Bombay High Court and thousands more in lower courts, the existing administrative and legal attitude is “miserably inadequate to protect the interests of Lakhs of Cooperative Housing Members.” The state federation, together with those in districts, has presented an institutional reform agenda of five points to Prime Minister Devendra Fadnavis.
