According to a report from Declared The Road Transport Department (JPJ) will take vehicles that are owned by companies and licensed operators who employ foreigners to control commercial vehicles, with effect from 7 August 2025.
JPJ Senior Director of Enforcement Muhammad Kifli Ma Hassan said that on the basis of the current regulations foreigners are not allowed to keep professional licencies, such as a Public Service Vehicle (PSV) License or goods driving license (GDL). He noted that action will be taken against trucks, public service vehicles (PSVs) and tour buses that use foreign drivers.
“In this case, enforcement measures can be taken according to sections 22, 41, 57 of the Land Public Transport Act (APAD) 2010 Before violating permit conditions and section 80 of Apad 2010, that is that officers can grab and go to court to lose the commercial company’s vehicle if he was guilty,” he said.
Muhammad Kifli added that there is an increasing trend of companies and recognized operators who employ foreigners for approximately RM2.500 per month, as well as drivers with repeated violations. Last month, the JPJ spent 2,733 summons against foreigners who control commercial vehicles, with the lack of a GDL declaration for most cases at 2,551. This is followed by 93 cases of no PSV and 89 cases of overload.

“License companies and operators in the transport sector are encouraged to always meet the established regulations and to ensure that every hired employee has valid documents and qualifications,” he advised.
“Continuous inspection and monitoring activities in collaboration with other enforcement agencies and compromise -free company campaign will be undertaken against each party that breaks every party 333 of the Road Transport Act 1987 (suspension or approval/penalty points about driving permit), ACT 715 of the Apad 2010 and other related deeds,” ”
In a related issue, the department discovered a foreign truck driver who recently used a fake Mykad and fake driver’s license in an operation in Selayang. “Further checks have determined that the identity card and the competent driver’s license (CDL) and the ForeMicant Vehicle permit (GDL) were all fake. This issue of forged documents is a serious crime,” said Muhammad Kifli.
