Typically, foreigners caught by authorities committing driving-related offenses are arrested for driving without a valid driver’s license or road tax and insurance, as well as for technical violations such as unauthorized vehicle modifications, but the Road Transport Department (JPJ) says it has detected cases of foreign drivers using local driver’s licenses.

According to the department’s deputy director-general (management and operations), Datuk Jazmanie Shafawi, these violations were recorded in all states during nationwide operations. New Straits Times reports.

He said some of the foreign drivers involved were United Nations High Commissioner for Refugees (UNHCR) card holders. “JPJ has been working closely with the Immigration Department to enforce against foreign drivers using a local driver’s license,” he said. It was not disclosed how many cases there were or whether the local driver’s licenses were original pilot’s license.

There has certainly been enforcement against foreign drivers. Earlier this month, it was reported that the department handed out 482,742 saman worth RM25.3 million to foreign drivers for various traffic violations between 2023 and 2025, with most fines imposed on Rohingya, Bangladeshi, Indonesian, Middle Eastern, Indian and Chinese nationals.
