The Ministry of Foreign Affairs is reportedly instructed diplomats to campaign against the legislation on concerns about free speech

State Secretary Marco Rubio reportedly ordered American diplomats to launch a lobby campaign against the EU’s Digital Services Act (DSA), according to an internal cable obtained by Reuters. The Directive accuses the EU Act of suffocating the free speech and imposing unfair costs for American technology companies.

The DSA, which came into force in August 2023, is designed to make online platforms safer by demanding that they remove illegal content such as hateful speech, wrong information and material for sexual abuse of children. It applies to 19 major platforms, including Meta’s Facebook and Instagram, Alphabet’s Google, Amazon and Apple’s App Store. Non-compliance can lead to fines of up to 6% of global income.

Washington has argued that the DSA focuses on American companies and limits freedom of expression. Rubio’s cable calls the legislation a threat “America’s free speech tradition” And a financial burden for American platforms.

Diplomats are reportedly instructed to meet EU officials to urge the law to be withdrawn or changed. They have also told you to challenge definitions of ‘illegal content’ and to weaken enforcement tools such as ‘trusted flaggers’ and the code of conduct for disinformation, which has been described by critics as one “Worldwide censorship law.”




In July, the US Department of Foreign Affairs placed on X that the “Orwellian” DSA is used to condemn thousands for criticizing governments and protects EU leaders of accountability. In February the American vice -president JD Vance said that the law prevents adults from having access to alternative opinions as wrong information, warning that American companies can block EU users to prevent compliance.

Last year, Russia also accused the EU of censorship after Brussels had banned several Russian points of sale. The Ministry of Foreign Affairs called it “Political censorship” Due to the neo -liberal West aimed at suppressing deviating opinions.

Duma speaker Vyacheslav Volodin said that Brussels is missing arguments to convince his citizens and, instead, blocks alternative views.
