Housing lottery launches for 60 rent-stabilized apartments in the East Village

Apply for a housing lottery are open to 60 rent-stabilized apartments in a new construction project in the East Village. Households earning $68,023 to $227,500 are eligible to apply, depending on the number of people you live with. Rents start at $1,777 for a studio.

The elevator building at 644 East 14th St. has a gym, co-working space, laundry room, roof deck and bike racks. The nearest Metro station is just south of Stuyvesant Town-Peter Cooper Village and is the First Avenue stop of the L train, about a quarter mile away.

The 24-story building, developed by Madison Realty Capital, will hold 196 apartments total at the corner of East 14th Street and Avenue C, where a auto parts store was over ten years ago. The development, designed by Fischer + Makooi Architects, became controversial after construction destabilized a nearby apartment tower, forcing residents permanently abandoned in 2023, the East Village blog EV Grieve reported at the time.

The newly built apartments are reserved for New Yorkers who earn 80 to 130 percent of the Area Median Income (AMI) – a benchmark that depends on how many people you live with. Currently the AMI for New York City is $129,600 for a two-person household. The available apartments include studios as well as one and two bedroom apartments.

There are 20 studio apartments available for households earning between $68,023 and $90,720 per year. The rental price for these apartments is € 1,777 per month.

The developers have reserved 25 percent of the rent-stabilized apartments for current New York City Housing Authority residents.

Applications must be submitted online or postmarked by December 16.
