NOIDA: An audit of Comptroller & Auditor General (CAG) has demonstrated greater irregularities and policy violations in the allocation of Greater Noida Industrial Development Authority (GNIDA) of group housing and Builderplots between 2005-06 and 2017-18.
The audit report, which was released on Wednesday – on the same day that the GOVT Supreme Court asked to convert Noida Authority to a Metropolitan Council in the interest of Farness and Transparency, a slight expired in that period that has been doused in the course of the years of the years of the chatter Registers of the registers and the registers of the registers have delivered, with a few years. Faced with bankruptcy procedures for courts.
CAG noted that instead of fulfilling his mandate under the Uttar Pradesh Industrial Area Development Act, 1976, to develop an industrial municipality, Gnida focused on changing larger Noida into a residence. And despite clear evidence of infringements, it did not act against it in defaulting builders or his own civil servants, which exposed CAG: “seriously expired in probability, integrity and ethics on the board”.
Data shows that between 2005-06 and 2014-15, Gnida 94 builder and group homes were assigned who later were subdivided into 186 plots-with 2,017 hectares. By April 2021, 148 of the 186 projects should have been ready, but only 27 were completed while 95 were delayed, a few to eight years.
The audit underlined a consistent pattern: allocations made on technically unqualified bidders, suddenly given to defaulters of earlier schemes and bid evaluation processes that do not guarantee fair competition.
“Important conditions for protecting the interests of Gnida and home buyers … were either not included in or excluded from the successive schedule -brochures,” the CAG noted. These decisions, the report, said: “Culminated in not completing the projects” and in the inability of Gnida to “maintain the trust of home buyers by not ensuring timely completion of projects … and the timely sublease for home buyers.”
