If action is being taken, the shift would increase the pressure on the Democrats in the Senate by refusing no fewer than 700,000 employees after the closure, according to Reuters.
The position marks a sharp break with recent guidelines from the administration. In the Shutdown memo of OPM of 28 September, it was told to the agencies that both “unemployed and dismissed employees will receive wages retroactively” as soon as the period is over. Government director separately reported Tuesday that OMB removed references to guaranteed arrears from his public guidelines from last week.

Trade unions and employment lawyers claim that the White House incorrectly interprets the intentions of the congress. Federal news network quoted Kevin OwenA partner at Gilbert Employment Law, calls the vision of OMB ‘too limited’ and says that the clause dictates the timing, and not whether wages owes.
