Cyclone Montha: Andhra government is preparing an action plan for relief and essential supplies

The government of Andhra Pradesh has prepared an action plan for emergency relief and essential supplies in preparation for Cyclone Montha.

Minister of State for Civil Supplies N Manohar said the action plan covers stock positioning of raw materials from Public Distribution System (PDS), fuel stock management, steps for procurement of rice, food supply to shelters and distribution of post-cyclone relief.

“The government of Andhra Pradesh has prepared an action report detailing cyclone Montha preparedness measures, ensuring preparedness before landfall,” Manohar said in an official press release late on Saturday.

The supply of food grains to all fair price shops in coastal areas will be completed by October 26 and sufficient stock has already been placed at Mandal Level Stock Points, he said.

According to officials, 40 per cent stock has been moved in coastal districts and Global Positioning System (GPS) exemption has been granted for the second phase of movement of food grains based on requests from district collectors.

On fuel preparation, Manohar directed the state officer and oil marketing companies to fully supply petrol, diesel and LPG outlets in vulnerable districts.

District Collectors were directed to work with Oil Marketing Companies (OMCs) to ensure availability of diesel for power backup at telecommunication towers, control rooms, hospitals and cyclone shelters during disruptions.

On paddy procurement, officials informed the minister that the procurement is expected to commence in full scale in the first week of November but wherever farmers arrive with harvested paddy, centers will be opened to provide immediate assistance.

Nearly 1,500 mills have been classified as Rythu Service Kendras (RSKs) in coastal districts, and millers have been asked to provide drying space and cover for wet rice, and not to alarm farmers over high moisture levels due to adverse conditions.

Furthermore, the RSKs have 50,000 tarpaulins with ropes, sandbags and plastic sheeting ready for crop protection if necessary.

District collectors have been allowed to source essential raw materials from MLSPs for food preparation in cyclone shelters and disaster camps, and expenditure can be adjusted under Treasury Rule (TR)-27.

For post-cyclone relief distribution, sufficient stock has been placed at Mandal Level Stock Points (MLSPs) for supply as per the scale determined by the Disaster Management Department under the notified emergency norms.
