Andhra Pradesh makes a pact with Tillman

In another major investment, the state government, through the Andhra Pradesh Economic Development Board (APEDB), has signed a Memorandum of Understanding (MoU) with Tillman Global Holdings to develop ‘TDGAP1’, a 300 MW hyperscale data center campus in Visakhapatnam with a proposed investment of around ₹15,000 crore. This positions the state as a leading digital infrastructure hub in India and the Indo-Pacific region.

The MoU establishes a facilitation framework for time-bound development over the next twelve months, under which APEDB will coordinate investor facilitation and inter-agency support within applicable policies, rules and procedures of the Government of Andhra Pradesh and, where appropriate, the Union Government of India.

The signing took place on the sidelines of the US-India Strategic Partnership Forum (USISPF) Board Roundtable in New Delhi, which was attended by IT Minister Nara Lokesh, along with leading industry figures including John Chambers (Founder & CEO, JC2 Ventures & Chairman, USISPF), Shantanu Narayen (Chairman & CEO, Adobe Systems & Vice Chairman, USISPF), Prabhakar Raghavan (Chief Technologist, Google), Salil Parekh (CEO, Infosys) and Sachit Ahuja (co-president, Tillman Global Holdings), among others.

The MoU was made possible by Dr. Mukesh Aghi, president and CEO of USISPF, and Sachit Ahuja, co-president of Tillman Global Holdings. The project is planned over about 40 hectares and is expected to generate 200 to 300 direct jobs and 800 to 1,000 indirect jobs by 2028 through the growth of related services, logistics, cloud, networks and support units, catalysing a broader digital ecosystem in the state.

Under the MoU, Tillman Global Holdings will provide investments, technology, planning and design, and critical equipment for the TDGAP1 campus, while all land allocations, incentives and benefits will be implemented by the concerned departments through a fair process, including participation in applicable competitive tender processes according to applicable rules and regulations.

Speaking on the occasion, Sachit Ahuja, Co-President, Tillman Global Holdings said, “Andhra Pradesh offers a compelling combination of coastal connectivity, progressive governance and a fast-growing digital economy. With TDGAP1, we aim to build a world-class 300 MW campus in Visakhapatnam that will anchor long-term digital infrastructure, create high-quality jobs and catalyze a broader ecosystem of services and innovation. We appreciate and look forward to the state’s facilitation by APEDB to execute this project in a time-bound manner.”

Mr Lokesh said the MoU underlines Andhra Pradesh’s strategy to position Visakhapatnam as a premier data center hub. “The proposed investment of ₹15,000 crore by Tillman Global Holdings will strengthen our digital backbone, generate direct and indirect employment for our youth and attract allied investments in the areas of energy, networking, cloud and services. The government will facilitate within the policy to ensure rapid, transparent progress,” he added.

Tillman Global Holdings is a New York-based digital infrastructure company with global operations. The portfolio consists of cell towers, fiber optic networks, data centers, small cells, enterprise networks and EV charging infrastructure.
