NOIDA: The Noida authority at its board meeting on Saturday issued a conditional occupancy certificate to the stalled Sports City project in Sector 150.This followed the Supreme Court’s November 24 order approving a revival framework for the Sports City SC-02 project developed by Lotus Green Constructions. The order allowed work to resume after almost three years and provided relief to around 20,000 homebuyers awaiting possession or registration.
The Noida authority was directed to lift the ban imposed on the developer in January 2021 within 30 to 45 days of the order.
Lotus Green proposed to pay 20% of the dues within two months of approval of a revised master plan and said the balance would be settled in six six-monthly installments over three years. The revised master plan will be presented to the board within the next 30 days to assess its compliance with the original Sports City program, which mandates 70% of the land for sports facilities and 30% for residential and commercial development.
The developer committed to complete all sports facilities within three years of approval of the revised plan and the remaining residential and commercial components within five years. The Supreme Court allowed zero-period distributions for recalculation of dues for the pandemic period from March 1, 2020 to March 31, 2022. It also allowed joint ventures or joint development, subject to approval of the authority, while clarifying that the order will not serve as a precedent and non-compliance would allow cancellation of allotment and re-auction of the land.“We are grateful to the Apex Court, UP government and Noida Authority. It is a victory for all stakeholders, including thousands of homebuyers, who are supporting the consortium members during difficult times,” a Lotus Greens spokesperson said.
According to Noida Authority data, Lotus Green and its consortium partners owe around Rs 4,200 crore, of which around Rs 100 crore was recently deposited. The Supreme Court will review compliance at the next hearing, scheduled for January 15, 2026.
Besides Sports City, the board approved a proposal to set up sewage treatment plants (STPs) near drains for better management. Accordingly, expressions of interest or EOIs will be issued to engage agencies for the design, construction and operation of these STPs, and for the treatment and disposal of sewage.
The Authority also approved the proposal for selection of a consultant for the preparation of the city logistics plan after receiving presentations from the School of Planning and Architecture, New Delhi and IIT Roorkee.
Moreover, to resolve the problems of stalled real estate projects, a progress report on the implementation of Amitabh Kant’s policy was submitted to the board.
The Amitabh Kant Committee was formed to address the crisis of stalled real estate projects in Noida, Greater Noida and the Yamuna Expressway region, where thousands of homebuyers were stuck due to incomplete housing projects and huge outstanding debts owed by developers to the authorities.
The committee recommended a rehabilitation framework to revive these projects by providing support to developers, including granting a ‘zero period’ during which no interest and penalties on land titles would be charged, rescheduling outstanding payments and allowing installment-based recovery. One of the key recommendations of the real estate committee was the requirement of advance payment of 25% of outstanding land dues by developers to qualify for exemption and enable registration of apartments.
Officials said that out of 57 projects identified, 36 projects availed the benefit of the order till December 31, 2025. However, there are four projects where no payment was made even after approval, while 11 developers deposited partial amounts at the required amount of 25%.
According to data, including the 25% amount, partial amounts and installments, a total amount of Rs 872 crore was deposited with the Authority. As a result, the registrations of approximately 6,855 vacant apartments have been secured in favor of buyers in these projects. The registration of 4,134 home buyers has already been completed.
