The approval of Israel of a plan to build up a controversial regulation on the West Bank, has caused an international conviction, including from Australia, and could threaten the future viability of a Palestinian state.
The decades of old plan that is known as East1 (E1) was revived by the extreme right-wing Minister of Finance, Bezalel Smotrich of Israel, during a press conference last week, where he announced the plan “Burdles the existence of a Palestinian state, simply because there is nothing to recognize and nobody”.
Despite international protest Israel described the plan as a violation of international law and approved the controversial development on Thursday.
The United Nations regard these settlements as illegal under international law, and the Treaty of Geneva states that an occupancy force cannot move its citizens to the territory it occupied.
So what is E1, and how would it disturb the Palestinian state?

This is what you need to know.

What is the E1 plan?

East1 (E1) refers to a piece of land of approximately 12 square km on the outskirts of Jerusalem on the western Jordoever.

It is located next to Ma’al Adumim, where around 40,000 Israelis live in the third most densely populated Israeli settlement on the West Bank. Ma’ale Adumim is an illegal regulation under international law, although Israel disputes this.

E1 proposes to build more than 3,400 units on the land. NGO Peace Now, which is established in Israel, who monitors the activities of the settlement on the Western Jordoever, said last week that infrastructure work at E1 could start within a few months and the construction of housing could be built within a year.

A report from the United Nations showed that Israel had expanded his presence on the West Bank since October 2023, with around 700,000 Israeli settlers occupying the territory.

The West Bank and East Jerusalem are also the home base of 2.7 million Palestinians.

How did the plan arise?

The E1 proposal was first presented in 1994 in 1994 under the former Israeli Prime Minister Yitzhak Rabin. Since then, various stuck attempts have been made to develop further settlements in the area.

In 2005, the construction of E1 was paused after the then President George Bush intervened and said that the plan was at odds with the American foreign policy.

The plan was revived by the Israeli Prime Minister Benjamin Netanyahu in 2012, a day after the UN voted to extend the non-member status to the state of Palestine. International conviction has again put the plans on hold.

After fatal conflict on the West Bank in 2023, Netanyahu renewed the plans again. That attempt was abandoned after pressure from the American State Secretary Antony shine under former US President Joe Biden.

Who is behind the latest push?

This time the plan was powered by Minister of Finance Bezalel Smotrich.
Smotrich is head of the religious Zionism Party, which has 14 seats in the Knesset, the legislative Chamber. He is known for his ultranationalist attitude and said he believes that the West Bank should belong to Israel.
The sanctions include travel prohibitions and financial freezing against both Smotrich and Minister of National Security ITAMAR BEN-GVIR.

In response, Smotrich told the Jerusalem post that the five countries had made a “serious mistake”.

Why is it considered illegal?

Israel annexed East Jerusalem in a movement that is not recognized by most countries, but has not formally extensive the sovereignty about the West Bank.
The ruling of the highest court of the UN, which is not binding, found that Israel is obliged to put an end to his presence on the territory.
Israel disputes this, referring to historical and biblical ties with the area that Judea and Samaria calls, and said that the settlements offer strategic depth and safety.

The majority of the global community regards all settlements that are illegal under international law.

How ‘Bury’ a possible two -state solution ‘buried’?

The long-term concept of a two-state solution is a Palestinian state for consisting of East Jerusalem, the western Jordoever and Gaza that exists next to Israel.
The two cities are 22 km apart, but Palestinians who travel between the two cities must use a detour involving Israeli checkpoints, according to B’tselem, an NGO that claims the limitations of the movements of Palestinians on the West Bank.

The Ramallah -based Palestinian Authority (PA) said that E1 would anchor the division of the occupied West Bank in isolated areas “disconnected from each other, which changes in something related to real prisons, where movement is only possible by Israeli Checkpoints and under the fear of armed Settler.

“This undermines the opportunities to implement the two -state solution, set up a Palestinian state on the site and fragment its geographical and demographic unity,” said PA Foreign Ministry in a statement.

Smotrich has said that the building plan is a deliberate attempt to block a two -state solution. In a statement he said that E1 finally delivers what has been promised for years: “The Palestinian state is being erased from the table, not with slogans but with actions.”

How did the international community respond?

A joint statement that the plan condemns was signed by the Ministers of the Ministry of Foreign Affairs of 21 countries: Australia, Belgium, Canada, Denmark, Estonia, Finland, France, Iceland, Ireland, Italy, Japan, Latvia, Lithuania, the Netherlands, Norway, Portugal, Slovenia, Spain, Sweden and the United Kingdom.
The statement, signed by the Australian Foreign Minister Penny Wong and late on Thursday, called every E1 arrangement “unacceptable and a violation of international law”.

“It threatens to undermine safety and further feeds violence and instability, so that we are further away from peace,” said the statement.

“The government of Israel still has the opportunity to prevent the E1 plan from continuing. We encourage them to withdraw this plan urgently.”

US President Donald Trump has not yet given public comments about the plans. In the press conference that announced the approval of the plan, Smotrich was asked if Netanyahu and Trump had agreed to the plan.
“Of course,” Smotrich replied.
