What is the E1 plan?
It is located next to Ma’al Adumim, where around 40,000 Israelis live in the third most densely populated Israeli settlement on the West Bank. Ma’ale Adumim is an illegal regulation under international law, although Israel disputes this.

E1 proposes to build more than 3,400 units on the land. NGO Peace Now, which is established in Israel, who monitors the activities of the settlement on the Western Jordoever, said last week that infrastructure work at E1 could start within a few months and the construction of housing could be built within a year.
The West Bank and East Jerusalem are also the home base of 2.7 million Palestinians.
How did the plan arise?
The E1 proposal was first presented in 1994 in 1994 under the former Israeli Prime Minister Yitzhak Rabin. Since then, various stuck attempts have been made to develop further settlements in the area.

In 2005, the construction of E1 was paused after the then President George Bush intervened and said that the plan was at odds with the American foreign policy.
After fatal conflict on the West Bank in 2023, Netanyahu renewed the plans again. That attempt was abandoned after pressure from the American State Secretary Antony shine under former US President Joe Biden.

Who is behind the latest push?
In response, Smotrich told the Jerusalem post that the five countries had made a “serious mistake”.

How ‘Bury’ a possible two -state solution ‘buried’?
The Ramallah -based Palestinian Authority (PA) said that E1 would anchor the division of the occupied West Bank in isolated areas “disconnected from each other, which changes in something related to real prisons, where movement is only possible by Israeli Checkpoints and under the fear of armed Settler.
Smotrich has said that the building plan is a deliberate attempt to block a two -state solution. In a statement he said that E1 finally delivers what has been promised for years: “The Palestinian state is being erased from the table, not with slogans but with actions.”
How did the international community respond?
“It threatens to undermine safety and further feeds violence and instability, so that we are further away from peace,” said the statement.
