The story so far: The India (ECI) election committee has completed the first phase of the special intensive revision (SIR) of election roles in Bihar by publishing the draft voter’s list on 1 August. However, 65 Lakh names have been removed from this list for various reasons, and the fate of Lakhs included on the draft list without verification documents is in the air. Since Poll officials forms examinations and questions to claim claims and objections in preparation for the publication of the final list on 30 September, the Supreme Court of Objections against the SIR process that has been submitted by opposition parties and groups of civil society, with the next hearing that was lodged before 12 August, hears.

What happened in the first phase of SIR?

In the month after the EC launched the Bihar SIR process on 24 June, stand-level officers (BLOS) carried out home visits, where pre-printed list forms are distributed. Voters who were not included on the electoral roles of 2003 were required to submit documents that prove the date and birthplace of themselves and their parents. As it became clear that many voters could provide none of the 11 approved documents from the EC – which no longer contain generally available documents, such as Aadhaar, voter – ID – cards or ration cards – the EC issued an advertisement on July 6, who encourage people to submit their forms for the Deadline, even if they could not provide supporting documents. All those who submitted their forms before the deadline were recorded on the concept trol on 1 August.

Who are the ‘missing names’ in the design?

The existing electoral roles just before the SIR process started, contain the names of 7.89 crore registered voters. However, the concept trolls published on 1 August only contain 7.24 Crore names, which indicates a dip of more than 65 Lakh. The ECI was responsible for these 65 Lakh “missing names” by explaining that 22.34 Lakh people died on the earlier list, 36.28 Lakh migrated permanently to another state, or are non -traceable, and 7.01 Lakh are double voters registered in several locations. Patna saw the highest number of such cases, with 3.95 LAKH voters that are not included on the draft list. On July 13, the EC said that a large number of people from Nepal, Bangladesh and Myanmar were found during the house-to-house verification exercise and that they would not be included in the last election role. De Hindu analyzed the removed names by comparing the concept troll to a list published by the EC in January 2025, which shows a decrease of 56 Lakh names, including 31 Lakh less female voters and 25 lakh fewer men, which is unusual as the majority of migration is outside the state. Analysis indicated that more deletions may have occurred in districts with larger Muslim populations according to the 2011 census.

How can names be added or removed?

Claims and objections to the draft can be submitted in August to correct unlawful inclusions or exclusions. One week after the process, the EC received 7,252 such claims and objections from individuals. Political parties have claimed that their earthworkers have also submitted similar claims to correct errors in the draft, but the EC has denied it. In a plea for the Supreme Court, Poll Watchdog Association for Democratic Reforms said that the full list of names that have been removed from the draft trolls has not been provided to all political parties, together with specific reasons for removal. Eros must perform questions about claims and remove them within seven days of submitting. It is expected that the list of claims is also displayed of each EOo daily, so that objections can be increased by the public.

What happens to those who have submitted their forms without documents?

The SIR order seems to have such cases to leave the discretion of the Eros and Assistant -Electoral Registration Officers (EROs) who will investigate the suitability of voters on the basis of submitted documents and field reports provided by BLOS. “In the event that EO/Aero doubts the suitability of the proposed voter (due to non-invitation of required documents or otherwise), he/she will start a Suo Moto investigation and do a notification to such a proposed voter, about why his/her name should not be removed,” the order says. “Based on field research, documentation or otherwise, ERO/AERO decides on the inclusion of such proposed voters in the last roles. In any such case, Eo/Aero will pass a talk order,” it adds. No name can be removed from the concept troll without such a submission order, the EC said.
