Ukraine: Attacks disrupt warming as temperatures drop

According to the Office for the Coordination of Humanitarian Affairs (OCHASince December 26, attacks across the country have also caused widespread damage to civilian infrastructure, leaving parts of the country without electricity, heating and water as temperatures plunged below zero.

Across the country, authorities reported nearly 100 civilian casualties during this period.

The most serious consequences were reported in the city of Kiev, where a large-scale attack on December 27 killed and injured several people. Power facilities, residential buildings, a kindergarten, a university dormitory, civilian vehicles, shops and other civilian buildings were damaged.

No heating in winter

OCHA quoted an energy company reporting that more than a million homes in and around Kiev lost power as a result of the strikes. The water supply was disrupted and about a third of the capital’s population was left without heating in the middle of winter.

The same wave of attacks hit the Chernihiv, Dnipro, Donetsk, Kharkov, Kherson, Sumy and Odessa regions, causing further casualties and damaging homes, educational facilities and infrastructure.

Since then, electricity has been restored to almost 750,000 households in Kiev and almost 350,000 households in the surrounding Kiev region. However, heating and electricity remain disrupted by emergencies and planned power outages.

Humanitarian partners have set up warming tents where residents can seek shelter, receive food, charge mobile phones and access basic assistance.

Essential services threatened

The strikes are taking place amid continued pressure on essential services. According to the World Health Organization, Ukraine was responsible for about 42 percent of all healthcare attacks worldwide in 2025.WHO).

Of the more than 1,000 attacks on healthcare facilities worldwide this year, 561 took place in Ukraine, resulting in 19 deaths and 201 injuries.

Last weekend, another health facility was damaged in an attack on the city of Izmail in the Odesa region, underscoring the ongoing risks to civilians and medical services as winter conditions intensify.
