The director of OSB is confronted with FIR for abuse of funds and license violations in Gurugram

Gurugram: In one of the largest enforcement drop in the affordable housing sector of Haryana, a FIR is registered against a company and its director on accusation of financial fraud, license violations and large -scale irregularities.

Haryana State Enforcement Bureau has registered the FIR against M/S Ocean Seven Buildtech (OSB) PVT LTD and his director Swaraj Singh after the complaint of the District Stadplanner (enforcement), who also encouraged the authorities to find a look -in -the -face (locomotive).

The FIR was registered on the basis of sections 10 and 12 of the Haryana Development and Regulation of Urban Ares Act, 1975, and the research was handed over to the sub-inspector of Hsenb.

According to the complaint, OSB granted permits between 2016 and 2019 to develop three affordable group housing projects – in sector 109 (7.5 hectares), sector 69 (5.41 hectares) and sector 70 (5.10 Acres). These licenses were suspended in February 2023 on the basis of section 3 (3) of the law after repeated violations.

Buyers have claimed multiple sales of the same unit to different Allottes, so that hundreds of families are left in financial need.

The FIR also emphasizes OSB’s default on outstanding contribution worth RS 21 Crore against the suspended licenses. Despite the suspension, the builder reportedly continued to collect payments from buyers, cancel units, distract funds and even re -canceled flats.

Studies showed that although almost 95% of the buyer payments were collected, only 62.5% of the construction work was completed.

The projects have been stuck with negligible progress since 2019.

Hrera -audits have marked forged progress reports, while the Department of Town and Country Planning (DTCP) accused the developer of refusing to collaborate with forensic audits ordered by supervisors.

Moreover, the company is confronted with different legal affairs, with one issue that already results in an unavoidable order against Swaraj Singh. The DTCP Memo warned of a “serious fear” that Singh can ABSC on to avoid criminal procedures and financial obligations. Given the seriousness of the violations, the directorate wrote to the police commissioner to request the issue of the locomotive and to inform the Ministry of External Affairs and the Bureau for Immigration. The case has also escalated to the Haryana GOVT and the Chief Minister’s office.
