Details of the RON 95 rationalization plan for fuel subsidy are expected to be announced at the end of September 2025, according to a Declared pressure Posted by the Ministry of Finance A month ago on August 26.
In that place, the ministry unveiled the Mykad (Malaysian identity card) as one of the mechanisms that is considered to be eligible for subsidized Budi Madani Ron 95 Benzine. “This Mykad mechanism works by inserting the Mykad into a reader-terminal supplied by the government. The terminal will connect to the Central Database HUB (PADU) of the government to determine whether quotas are eligible,” the ministry explained.
We now have a better idea of how the Mykad mechanism could work thanks to a video that was recently posted on Facebook. In the video, a personnel uses the Reader Terminal at a gas station to gain access to a page to determine the suitability, after which a mykad is inserted.
After a few seconds to (presumably) contact PADU, the terminal will reveal whether the person is eligible for subsidized Ron 95 Benzine. A blue tag shows eligible, while a red indicates a filled quota or non -subsidiaability.

After this an order is made and the customer indicates the amount of Ron 95 that is necessary before payment is made. From there (should it) be just a matter of collecting a receipt and filling your vehicle.
The video does not show whether this validation process can be done at the pump itself, which suggests that every customer who is eligible for subsidized Ron 95 has to go to the counter every time they want to fill. It also provides no information about how oil company apps such as Setel will work with determining the suitability. Such apps will probably have the means to verify the suitability of a user via Mykad Registration (E-KYC), which would have all the necessary details. The digital app would also be technically able to determine and calculate used and remaining quota, if applicable.
In its placement of 26 August, the Ministry of Finance had said that in addition to the Mykad, other mechanisms that are being considered, as well as apps for e-Wallets and oil companies include. At present, account verification/e-KYC (submitting photos of your Mykad and Face) is required for such apps, so it can be a case of one-off validation to determine the suitability.
The Ministry of Finance also pointed out that the government will set up a public portal for private individuals to check the suitability for subsidized RON 95 Benzine, together with a contact center to enable the public to seek help, to provide feedback or to provide complaints through different channels.
