The political controversy erupted in Maharashtra after Home Minister (Urban) Yogesh Kadam reportedly brushed aside a police report to grant an arms license to Sachin Ghaywal, brother of infamous Pune gangster Nilesh Ghaywal. Shiv Sena (UBT) leader Anil Parab on Thursday (October 9, 2025) demanded that he sack Mr Kadam for abusing his position.
While criticizing Chief Minister Devendra Fadnavis for supporting the ministers in their misdeeds, Mr Parab said he had met him and demanded that he sack Mr Kadam.
“The gang war in Pune is on the rise, currently at least 70 gangs are active and involved in extortion, theft and murder crimes. To commit these crimes, government support is needed. The police clearly mention in their report that (Sachin) Ghaywal has a criminal background and has had several cases, in which he was acquitted due to lack of evidence. Therefore, the police asked to deny permission for an arms license,” said Mr. Parab, while talking to media persons.
He expressed concern over Mr Fadnavi’s inaction against ministers despite having evidence.
According to Mr Parab, Sachin Ghaywal was given permission after appealing to Mr Kadam, a quasi-judicial authority for licensing arms.
NCP (SP) leader MLA Rohit Pawar also alleged that the Ghaywal brothers have close links with the government, one of the reasons for putting pressure on the government to allow arms licenses.
Shiv Sena leader Mr Kadam dismissed the claims and stated that the permit was granted based on the police report. He called the allegations “misleading” and “incorrect.”
He clarified and said that there are no criminal cases pending against Sachin Ghaywal. He told
Notorious criminal Nilesh Ghaywal is absconding and wanted in a murder and extortion case.
Social activist Anjali Damania also alleged that Mr Kadam had withdrawn the Pune Commissioner’s order of January 20 denying him the Ghaywal gun.
