The race to redevelop a government site in the center of Melbourne has been reduced, with four developers on the shortlist to submit plans to deliver a maximum of 500 new houses.
Riverlee, Lendlease, Mirvac and a consortium led by Environment have been selected to participate in a request for a proposal process to deliver new homes on a former Vicroads site in Kew.
Once the headquarters of Vicroads for more than 60 years before he was closed in 2024, the site in KEW was re -sung for residential and commercial use – with the potential for 500 new houses, including a minimum of 10% affordable homes.

The initiative is part of a broader effort to unlock excess government country in Victoria.
The site is expected to contain mid-rise apartments, together with public spaces and paths.
Victoria development, which supplies the master plan, noted that it is also considering re -use one of the empty commercial office buildings for homes.
Development Victoria acting director of director -housing, Nemesia Kennett, said there was a strong response from developers during the expression of interest phase.
“Every nominated developer brings a depth of expertise and proven track in the delivery of high-quality housing projects, reaching excellence in design and community results,” she said.
“We look forward to seeing the proposals of the nominated developers and to understand how they will deliver the best results for the community if they are successful.”
Feedback from the community
From March to April 2025, Development Victoria consulted with the Boroenondara Council and involved in the local community for feedback on the proposed development.

According to the government agency, 45 people attended two personal Q&A sessions at, 219 responses from the survey were received, 51 Location-based comments were attached to maps of KEW and the project site, and five formal written entries were received.
The feedback showed support for developing the site, where many people consider the project as an opportunity to revitalize the KEW Junction Retail and Entertainment precinct.
While most participants accepted the proposed 500 apartments, a small group suggested that terraced houses may better reflect the existing character of the area.
“The report found overwhelming community support for redevelopment of the site and recognizing the urgent need for more houses in Kew,” said Mrs. Kennett.
“Feedback also emphasized opportunities to breathe new life into public spaces, improve walking and bicycle connections, creating more green open space and celebrating the heritage of the site, including the rail history and the cultural stories of Wurundjeri.”
A development partner will be confirmed in 2026, after a thorough assessment of proposals.
