Gameweek 28 presents several transfer dilemmas for Fantasy Premier League (FPL) managers.
Based on matches, form and injuries, these players are switched in and out the most.

But whether it is a good idea remains open to debate.
Here we share our thoughts on who to buy, hold and sell in Gameweek 28.
We try to avoid a repeat of previous weeks. For example, Virgil van Dijk (£6.0 million) and Ryan (£5.6m) were both ‘purchases’ last week, so we won’t cover those two again.
ENZO FERNANDEZ
Saturday was one of them Enzo Fernandez‘s (£6.8m) worst performance of the season. Wasteful in possession, he finished the match against Burnley with just one shot and zero chances created, even in a number 10 role.
Before that, the box-to-box midfielder made zero appearances against Leeds United and Wolverhampton Wanderers. He has now failed to make a return in more than 270 minutes of football.
His value has fallen to £6.8m as a result, but he is still owned by 21.6% of Fantasy managers.
This is partly because Enzo is the best FPL midfielder in terms of expected goals (xG) in 2025/26. He is also on penalties when Cole Palmer (£10.6m) has not been on the pitch and has featured prominently since Liam Rosenior’s appointment.

It’s also important to mention that Enzo is averaging 88.8 minutes per appearance under his new head coach, so he’s clearly an integral part of the new set-up.
However, Chelsea have some very tough games coming up, especially from a defensive perspective, with five of their next six opponents all in the top half, with the fewest goals conceded (xG) in 2025/26.

You could therefore exchange Enzo for one of the following Harry Wilson (£5.9 million), Dango Ouattara (£5.9m) or Rayan, which are not only cheaper but also have a higher return to aim for.
VERDICT: SELL
NICO O’REILLY

Featured in last week’s Spot the Differential column: Nico O’Reilly (£5.0m) has been the standout Fantasy performer over the past two Gameweeks, with 30 points.
It coincides with his ‘out of position’ role as a left-sided number 8 in Pep Guardiola’s 4-1-3-2, which you can see below.

During those two meetings with Fulham and Newcastle United, O’Reilly found the net three times.
He also scored seven shots, the most of any Manchester City player in that period. His eight touches in the penalty area are only surpassed Erling Haaland (£14.8 million) and Antoine Semenyo (£8.0 million).

So there’s clearly plenty to enjoy, with O’Reilly’s next three matches (lee/NFO/whu) adding even more appeal.
However, there is a caveat: Man City could potentially be blank in Gameweek 31, which you should keep in mind.
That could impact O’Reilly’s appeal, but like Semenyo, there are points to play for over the next three Gameweeks that shouldn’t be overlooked.
The upside is definitely there, so if you can incorporate him into your strategy without taking multiple hits further down the line, it feels like a really solid move.
VERDICT: BUY, YOU’LL PROBABLY BE BLANK IN GAMEWEEK 31
JOAO PEDRO

Enzo’s teammate João Pedro (£7.7m) features in the top 10 transfers this week, so it’s the classic form versus match debate that divides the community.
The Brazilian has flourished since Rosenior’s arrival. He has found the net five times and provided as many assists in just six Premier League appearances. In that period he has comfortably beaten all other FPL players, with 55 points.
He is mainly in the lead as number nine and is clearly in a very good moment.
“Every player tries to be the best player he or she can be, whatever role he or she is asked to play. For Joao, he has a real rhythm. I’ve asked him to do different things and he’s taken that and put that into practice. He’s been excellent. The quality has never been in doubt. The real test for Joao now – and that’s the exciting thing – is that if he can maintain this level of intensity and this level of quality, he can become one of the best strikers in world football. I really I think it is possible at the moment if he maintains this level.” – Liam Rosenior in João Pedro
Interestingly, Pedro’s striking chart under Rosenior (see below) also looks quite healthy, which hasn’t always been the case for the Brazilian during his time at Stamford Bridge.

However, it’s worth noting that the ex-Brighton and Hove Albion striker is significantly outperforming his expected assists (xA) of 0.35 over the last six Gameweeks, with only one of his five assists in that period being of the ‘Opta’ variety, so expect a bit of regression here.
Furthermore, a visit to Arsenal in Gameweek 28 marks the start of a very difficult series for Chelsea, so given the Blues’ questionable recent form, Pedro remains a viable candidate for sale.
And although it doesn’t have to be a priority move, if you don’t have a penalty taker yet Igor Thiago (£7.1m), it is certainly a transfer to consider given Brentford’s prospects.
VERDICT: SELL, BUT NOT A PRIORITY
MORGANE ROGERS

Morgan Rogers (£7.6m) has scored just one goal in 891 minutes of football in matchweeks 18-27.
It’s a stark contrast to his performance earlier this season, when he plundered seven goals in 10 games from October to December. During that period, it seemed that everything Rogers hit, in or outside the penalty area, flew into the net.
However, not much has changed recently in terms of his underlying goal threat stats. If anything, they’ve gotten better.

He is also still creating chances for his teammates, but Aston Villa are clearly lacking quality in the final third at the moment. Ollie Watkins (£8.6 million) mainly underperformed.
Injuries on Boubacar camera (£4.9 million), Youri Tielemans (£5.9 million) and John McGinn (£5.4m) in midfield doesn’t help either.
As a result, Unai Emery’s men have scored just five times in their last eight Premier League games, with opponents successfully taking Rogers out of the game.
Rogers is a consistent starter who regularly plays 90 minutes and is likely worth keeping for Friday’s trip to Wolverhampton Wanderers.
Nevertheless, a decision will likely have to be made afterwards, with trips to UEFA Champions League rivals Chelsea and Manchester United in matchweeks 29 and 30.
