NOIDA: Taking a crackdown on long pending industrial allotments, the Yamuna Expressway Industrial Development Authority (YEIDA) has issued notices to 366 plot holders to sign their lease deeds within 10 days of the notice or else their allotments will be cancelled.Officials said a checklist, a set of documents verified by YEIDA before signing the lease deed, had been issued to these assignees months ago. However, some did not continue with the registration despite reminders.

Incomplete records have stalled the ownership of industrial plots in Yamuna town, slowing the pace of production in a region where the state government has promoted rapid industrialization. “The register is the first and most crucial step. Only after the lease deed is signed can possession be granted, layout plans approved and construction commence,” a senior YEIDA official said.

The November 21 public notice states that a cancellation process has been initiated for those who did not take action within the previous 60-day period. The names of the defaulting beneficiaries have been uploaded on YEIDA’s website, the notice said.

However, this move has raised concerns among the allotted industrial plots, especially those who have been waiting for more than a decade for possession. The Yamuna Expressway Entrepreneurs Association (YEEA), which represents allottees in Sectors 32 and 33, has written to YEIDA asking it to suspend cancellations in cases where applications for “zero period” exemption are still pending.

In the letter submitted on Monday, the association said more than 100 beneficiaries had applied to claim zero period waiver, which is an adjustment in dues for periods when projects were stalled due to delays at the authority level. These requests, the report noted, remain pending despite directions from the Allahabad High Court asking YEIDA to issue reasoned, ‘speaking’ orders.

“We have been waiting for possession since 2013 and are ready to execute lease deeds immediately,” said the letter signed by Secretary Imran Ghani. The association also proposed to organize a joint registration camp with YEIDA once the pending objections are resolved.

The group has additionally requested a 90-day extension without penalty after YEIDA communicated decisions on zero-period cases. Many of the affected beneficiaries, the association claimed, have already paid almost the full amount for their plots, and once the zero-period benefits are granted, many would be left with excess payments.

With large-scale projects such as the Noida International Airport and the Medical Device Park moving forward nearby, the Authority is under pressure to activate industrial land and accelerate development.
