Eddie Pepperell says that his putter didn’t work. But his clock punishes him.

Good stuff. But why the fine with two shots? Pepperell was too late until his tee time, but appeared in the next five minutes. That falls under Rule 5.3 of the rules of Golf, which reads:
“The round of a player starts when the player makes a blow to start their first hole (see rule 6.1a). The player must start at (and not before) their starting time: this means that the player must be ready to play at the start time and starting point set by the committee. A starting time is arrested by the committee (for example, 9:00 am. There is no violation of this rule if the player is present and is ready to play when the player’s group can start.
