A legislator in the US is said to have put a stray dog hung by a ‘noose’ and strangled him to death because it barked and bit him.
Richard van Buren, 55, chairman of the city of Chester in Wisconsin, is accused of using a belt as a sling on a Golden Retriever that was returned to him.
A woman who found the dog brought it to Van Buren, who also acted as the animal control officer of the city.
Van Buren was agitated from barking the dog and being bitten when he tried to put a collar on it, according to a criminal complaint.
He reportedly responded by dangling the animal several times by dangling a belt and saying: “This F *** ING dog will die.”
“The dog’s legs were off the ground and were hung about two feet in the air,” says the complaint obtained by Wisn.
“It was foamed at the mouth.”
Van Buren is said to have said: “This is what we do on this farm when dogs bite.”
The local legislator admitted to a researcher that he kept the dog off the ground with the belt and that he was ‘crazy’ over the bite that bleed his finger.
Van Buren said he used a rope as a choke collar and that it was ‘too tight for long, probably’, according to the complaint.
He was accused of animal crime abuse on Friday in connection with the incident of 17 June. A judge agreed with a bail recommendation that Van Buren could only be around animals that are cattle, and that his dogs were taken away his property.
Van Buren disputed the allegations as ‘a bunch of lies’.
If convicted, Van Buren is confronted with a maximum of three and a half years in prison.
The Dodge County Humane Society Share two photos of the puppy on Facebook in the hope of finding the owner, and stated that it was found on Highway 49 and had no microchip.
Chester is about 75 miles northwest of Milwaukee.
Van Buren was charged for a few months after three adults were caught because they reportedly left a dead puppy in a pizza box and other puppies hunger in a house in Michigan.
