[Anchor] We are accompanied by James M. Dorsey in Singapore, deputy senior fellow at Nanyang Technological University. James, what are the prospects for Hamas and Israel who reach a deal in this first phase?

[James M. Dorsey] I would be careful for this, and there are two reasons for that. The Trump initiative is a series of principles; It’s not a plan. The conditions on which the different principles would be implemented is lacking and the implementation mechanism for implementing this plan is lacking.

The second problem is that we have heard a lot of optimism from President Trump, from Israeli Prime Minister Benjamin Netanyahu, from other mediators, but a reason why we hear optimism is because that is recorded on ways in which President Trump responds. Nobody wants to say no, nobody wants to say yes, but. So they say yes, but without the terms and the mechanisms there are many pitfalls.

[Anchor] And Human Rights Watch has criticized the plan and says that it ignores the accountability for genocide and alleged war crimes that have killed more than 67,000 Palestinians. What is your response to that criticism?

[James M. Dorsey] Well, first of all, the Israelis will not register with every plan that would be to keep them responsible for the way they waged the Gaza war. So what the accountability will come will be after the implementation of the plan or at least during the implementation. And it will be of individual parties, for example the Palestinian authority, which strives for issues with international courts.

But I think the criticism of Human Rights Watch, after having spoken with Human Rights Watch at a conference where I am currently in the last 24 hours, is much broader and is much more in accordance with general criticism of the plan, that is that it is really a number of vague principles. It is in no way complete, completely suitable for the Israelis or the Palestinians. And there we will see potential roadblocks.
