Prism Scale can be obtained from Side Mission 160 “Feebas’s New Friends” (unlocks after DLC Mission 3).
To do this, talk to NPC Soucian/lady with Houndour at the pond to the left of Wild Zone 2/near Café Woof overlooking the pond, and give her a spare Feebas for the Scale + $1,600.
