Hawlucha’s location in Pokemon Legends ZA is on the roof of Restaurant Le Yeah.
To get there, you’ll need to complete Side Mission 004: Break Time Battle (this mission appears after you progress through the main story).
After completing the side mission, ride the holovator to the roof and go to the roof at Wild Zone 3.
Use projectile moves like Water Gun to shoot the net to create a bridge and cross to the roof of Restaurant Le Yeah.
