GURUGRAM: Demand for a review of Haryana’s affordable housing policy has increased, with stakeholders claiming that the scheme has virtually come to a standstill in Gurugram and Faridabad due to rising land and construction costs, an official said.According to officials of the Town and Country Planning Department (TCP), no new permission has been granted for affordable housing projects in Gurugram in the last one-and-a-half to two years. The Gurugram-Manesar Master Plan area has also not seen a single new affordable housing project during this period, raising questions about the viability of the policy.
As per the existing policy, the government has capped the maximum sale price of affordable housing at Rs 5,000 per sq ft in Gurugram and Faridabad. However, real estate experts point out that land prices in various sectors of Gurugram have more than doubled in the last five years, while construction costs have increased by 25 to 30 percent. As per prevailing norms, an affordable house of 500 to 800 sq ft is priced between Rs 26 lakh and Rs 35 lakh. However, developers say executing projects at this pace has become economically unviable given the sharp increase in input costs.
Residents have also expressed concerns about the delay of new projects.
Kapil Singh, a resident of Sohna Road, said the middle class has been waiting for new affordable housing options for years, but new launches have almost come to a standstill. He said the government’s intention to provide affordable housing is commendable, but the policy must be aligned with current market realities to achieve results.
Abhijeet Ahuja, a resident of Sector 14, said timely changes in policies were needed to encourage developers and launch new projects.
Industry bodies and developers have now increased their demand for a review of the pricing structure. Stakeholders have sought an increase in the prescribed retail rates by at least 25 percent and have also urged the government to make the policy open and continuous to ensure sustainable participation of developers.
ROF Group chairman MS Mittal said the policy was formulated with positive intentions and had helped thousands of families, but periodic reviews were essential to keep it relevant and attractive for investments.
The issue of revision of rates under the affordable housing policy was also prominently raised by the National Real Estate Development Council (NAREDCO) during a meeting with the Haryana Chief Minister in Chandigarh on December 17, 2025, sources said.
