A former referee of top flight was imprisoned for rape and sexual abuse committed in 2009 after avoiding more than 12 years of justice.

Steven Wilson, 55 – who was previously known as Steven Dorr – from Rowley Regis, West Midlands, received a nine -year prison sentence in Worcester Crown Court on Monday after he had subjected his victim to a ‘humiliating and humiliating trial’ in his former home.

The victim of Wilson was lured by the former officer of a taxi rank in the center of Worcester City after the man promised to take him to a party ‘where there are many girls’.

The victim, who did not recognize Wilson and had never met him before, arrived in the flat in Worcester to find the building empty, with Wilson who locked the door behind them and catching him in the apartment.

After he had set up pornographic videos on his television, Wilson then forced the man to perform oral sex with him. He later abused him sexually.

The victim was stuck in the flat for three or four hours, with detective agent Chris Hawkes, who led the investigation and called his test as “terrible.”

“Wilson’s victim was incredibly afraid during his time caught in his flat and feared for his safety because he didn’t know Wilson or what he was capable of.

“His terrible test lasted three or four hours because it was out of light when Wilson finally allowed him to leave the flat.”

The victim had only identified Wilson years later in 2021, when he read an article online that described his conviction in November 2011 – as Steven Dorr – for sexual offenses with teenage boys.

Wilson was described as ‘cunning and manipulative’ and handed over a 15-month penalty by Judge Patrick Thomas QC after he had tried to arrange sexual contact with a fictional 15-year-old via SMS.

The attack had taken place during an incident in which Wilson invited two 17-year-olds and a 16-year-old for a hotel room on Valentine’s Day in 2010 for an ‘evening of pleasure’.

Wilson had offered the boys money to participate in a sexual action with him, and also offered to pay an imaginary minor boy for sex after a text was Wilson claimed that his ‘friend’ was available.

Wilson was also found guilty of violating a sexual from Fungences Prevention Order (SOPO) who forbade him from contacting children under the age of 17, and not to inform the authorities that he traveled in a group with a toddler when attending the World Cup 2010 in South Africa.

The SOPO was introduced in January of that year, after he had received a three -year community order after allowing 10 counts of downloading child pornography.

Wilson had ended his referee career by the revelations, which came to light in 2009 and fell out of the national list of referees.

Before that year, however, Wilson had risen by the official ranks since 1985 and he had monitored the supervision of Premier League matches.

In 2000, Wilson became chairman of the Worcester Referees Society and five years later he went to the top flight as an assistant.

His stint at the top of English football only took a handful of months before he received a second promotion in 2005, with Wilson mentioning one of the 50 referees to officially officize in the football competition.

“It’s great for me and great for Worcester,” Wilson said about his step in that year. ‘I’m just going to try to represent the people and Worcester Referees Society in the best way I can.

“I now have to re -assess the goals and where I want to go, but my ultimate goal is to referee on the Premier League.”

Wilson has also been instructed to stay with the register of sex offenders for life.
