How did the latest rule of ICC Zuid -Africa cost a six in the 3rd ODI vs Aus?

Why was this rule introduced?
The rule was made after a controversial moment in the Big Bash League 2023, when Michael Neser of Brisbane Heat completed a juggling effort outside the rope and claimed a catch. At the time, the resignation was published, but it led to debates about the spirit of the game. To simplify a border agreement, the ICC has revised its laws, in force from 2024.
