Olguin is briefly suspended … for possible violation of 7 PA code section 305.273 (H): “It will be illegal … For a jockey, an owner, trainer or other person authorized to use the horse, to be in possession or to check for an electric, mechanical or similar type of stimulating or shocking device.” And HISA rule 2273: ‘No electric or mechanical device or other tool designed to increase or delay the speed of the covered horse, Different from the driving harvest… will be possessed by someone or applied to a covered horse … ”
What about the SENA rule – No on shocking, yes beating.

Both bastards remain suspended pending disciplinary hearings.
