Recent statements by the Pennsylvania Horse Racing Commission (all accents of me):

“On September 19, 2025, the staff of the Pennsylvania Horse Racing Commission carried searches on Presque Isle Downs. Owner/stable employee Miguel Alberto Olguin turned out to be inside possession of an electrical device In his vehicle. Olguin is briefly suspended … for possible violation of 7 PA code section 305.273 (H): “It will be illegal … For a jockey, an owner, trainer or other person authorized to use the horse, to be in possession or to check for an electric, mechanical or similar type of stimulating or shocking device.” And HISA rule 2273: ‘No electric or mechanical device or other tool designed to increase or delay the speed of the covered horse, Different from the driving harvest… will be possessed by someone or applied to a covered horse … ”

What about the SENA rule – No on shocking, yes beating.

“On September 19, 2025, the staff of the Pennsylvania Horse Racing Commission performed searches on Parx Racing. Staff looked the owner Angel M. NeckDBA AC Racing stable and its vehicle. Cuello turned out to be inside possession of needles and loaded spraying. Cuello is hereby briefly suspended … For possible violation of 7 PA code section 401.61: ‘No person, except a committee veterinarian, racing track veterinarian or veterinarian with a commission license, can possess or use a coordodermic needle

Both bastards remain suspended pending disciplinary hearings.
