Creedmoor redevelopment plans approved after compromise

The Creedmoor Psychiatric Center is one step closer to a massive housing redevelopment, a project that will have housing advocates wondering if more could have been built.

The state’s Public Authorities Control Board approved the government’s redevelopment plans for a 58-acre portion of the Queens Village campus, Crain’s reported. Construction is expected to start in 2027 and be completed in 2029, although a developer for the site has yet to be selected.

According to the plan, a mix of 2,000 affordable and market-rate rental and purchase units will be developed on the long-vacant location. There will be senior, veterans and supportive housing options.

The development also includes more than 25 acres of open space, retail and community space, which is expected to include a public school, child care center and space for seniors.

The government will draw money from a $500 million pot earmarked for housing projects on state land. It is expected that this will not cover the entire project.

The master plan for Creedmoor, released in December 2023, called for more than 2,800 homes. But concerns about density led to negotiations between Empire State Development and local officials, resulting in a compromise that removed roughly 850 units from the proposal.

Five of the planned eight-storey buildings were also dropped from the proposal. The deal, unveiled in August, saw a 27 percent decrease in total square footage and a 15 percent decrease in the number of units allocated for people with mental health conditions.

Creedmoor has been around since 1912, when it opened as a satellite facility of Brooklyn State Hospital. It started as a psychiatric ‘farm colony’ where patients participated in daily work as part of a therapy regimen.

The entire campus covers 125 hectares. Most of the buildings – 19 out of 25 – are empty. It is expected that multiple state-run agencies will continue to provide services to patients on the remaining 67 acres in Creedmoor.
