Dr. Aos Alaa Zidian and Dr. Bilal East Al-Jubouri received very competitive global talent visa to move 2023 and 2024 respectively to Australia.
This scheme was concluded and replaced by the National Innovation Visa (NIV) schedule from December 2024 and on May 2025, only seven people had received the visa despite nearly 6,000 interests (EOIS).
Recipients immediately receive permanent stay and access to Medicare and other services.
According to a spokesperson for the Ministry of the Interior, almost half of the recipients come from “critical technologies (including AI); health industries and renewable energy sources; and low emissions technologies”.
Both Al-Jubouri and Zaidan work as researchers and teachers on the Sydney Campus of the SP Jain School of Global Management.

Al-Jubouri arrived at the beginning of 2024 with his wife Rukayah and daughter Mayar after he first had a ‘golden visa’ to live and work in Taiwan.

“In 2019, an Australian visa category was established that grants permanent residence to talented researchers. AI researchers mainly benefited from it,” he said.

“I was one of the first applicants for this visa program in 2019. They granted Visa to only 200 applicants. I was one of them.”
He develops in Australia made and operated chatbots in the field of health care to compete with people like overseas bots such as Chatgpt.
“Australically made bots will have larger security and privacy aspects plus no restrictions on how they are used,” he said.
He also investigates how AI can be used in the agricultural sector to follow washed remotely and increase alarms about potential dangers such as forest fires.
He grew up in Baghdad, where he excelled in mathematics after he was inspired by his father’s career in computer science with the Iraqi Air Force.
“Mathematics is essentially the engine of AI, so a basis for mathematics is essential for further study and specialization in AI,” he said.
Zaidan, who arrived in 2023 with his wife Hamsa and two children Yusef and Yara, studied and previously worked in Malaysia and Dubai.
With more than 20 patents in his name, he said that his work focused on AI for use in logistics and supply chains.

One of his AI projects was aimed at improving the efficiency of long-distance journey.

“I develop an AI system that can warn drivers of not only traffic jams and mark the shortest routes, but also possible mechanical problems,” he said.

“The system saves both time and fuel and improves safety for drivers.”

What is the National Innovation Visa schedule?

The NIV is a small, exclusive program with an increased focus on high -quality talented migrants, including good performing entrepreneurs, innovative investors and global researchers.
It supports productivity growth by migrants with skills in areas such as advanced robotics, quantum computing and clean energy to come to Australia.
According to the spokesperson for the Department of Home Affairs, since the introduction in December 2024, 5,910 had received expressions of interest (EOIS) for the visa.
“Most candidates – 66 percent – were invited to apply for a NIV,” said the spokesperson.
“The NIV has replaced the global talent visa (subclass 858). All subclass 858 visa applications are still processed in line with annual allocations made under the planning levels of the migration program and in accordance with ministerial instructions and processing priorities.”
SBS understands under the previous global talent program, 5,000 Visa were granted in 2023-24 and another 4,000 in 2024-25.
Immigration expert Abul RIZVI said the NIV was “for people who had an internationally recognized record of exceptional and excellent performance in one of the four areas”.
These were a profession, a sport, art or academy and research.
“Everyone can submit an EOI for this visa, given the subjective nature of the criteria. As a result, many EOIs have been submitted,” said Rizvi.

“But only people who are invited to submit an application after an assessment of EOIs can do this. Because of the limited number of places, and the high bar that people have to meet, relatively few people are invited to apply.”
