Pets owners would be legally obliged to spend at least three hours with their dogs every day under proposed laws in the law, but there are questions about how such laws would be maintained.
The draft code of the practice for the well -being of dogs in the law has a number of compulsory standards, including limiting surgical descendants and making it mandatory for owners to “offer human contact every day (three hours minimal) during a reasonable period of time”.
The code also contains guidelines such as recommending the use of retractable dog cables.

Tam Goddard van Campbell had Kelpie Ruff for seven years and said that the concept code was half baking.
“There are quite a few things in the act that the bureaucrats have thought of and it sounds like a good idea in the beginning, but it doesn’t seem well thought out,” said Mrs. Goddard.
“How do they go to the police?
“Are we trusting people who float together?
“How do you define human contact? Do they have to sit right next to you, or do you have to walk them?”
Mrs. Goddard is concerned about the priorities of the government during a crisis of the costs of life.
“We have many problems with the budget, with the health system. Call me a cynic, but perhaps this is a distraction tactics,”
she said.

“Do they worry about human contact for homeless people? Who is going to talk to them? Do we have more programs to support them? The government usually leaves it to the charities to take care of those who are not so happy in our city and you don’t have to walk far to see them.”

Rhiannon Kateng of the RSPCA ACT supported the proposed changes and wanted to see the law lead the way around the rights of pets.
She said the RSPCA followed a rigorous process before they take over animals “to be sure [an owner] Can meet the basic needs for that animal “. She said that most owners would spend many more than three hours with their pets.
“Animals are conscious beings. They have emotions. They feel things,” said Mrs. Kwateng.
