In what he called ‘a great day before Africa’, US President Donald Trump announced on Friday to Truth Social that his administration, with State Secretary Marco Rubio, successfully mediated a peace agreement between the Democratic Republic of the Congo (DRC) and Rwanda. The treaty is aimed at ending one of the deadliest and longest running conflicts of Africa and will be formally signed in Washington on 27 June.“I am very happy to report that, together with State Secretary Marco Rubio, I arranged a wonderful treaty between the Democratic Republic of Congo and the Republic of Rwanda in their war, known for violent bloodshed and death, more than even most other wars,” Trump wrote. “This is a great day for Africa and, to be honest, a great day for the world!”

The announcement follows three days closed discussions in Washington between representatives of the two nations. The conflict is centered in the mineral -rich eastern provinces of the DRC and has demanded more than six million lives over the past three decades. The unrest is fed by competition to control valuable drugs such as Coltan, Cobalt, Lithium and Gold.The peace agreement was initiated with the invitation of DRC President Félix Tshisekedi, who asked Trump’s government to step in after several failed attempts to reconciliation, CBS News reports. According to the US Department of Foreign Affairs, the agreement includes obligations to stop hostilities, to respect territorial boundaries, disarm rebel groups, facilitate the return of displaced persons and integrate local economies.

‘Transactional diplomacy’

Although many welcomes the potential end of the hostilities, analysts remain careful. Daniel van Dalen, a senior analyst at Signal Risk, an intelligence company focused in Africa, noted that the deal marks a shift in the American strategy on the continent. “The days of diplomatic soft power are over,” he said. “This is transaction diplomacy at work.”A great concern is the M23 militia, which controls parts of Oost -DRC, but was not part of the peace talks. The group is supposed to be supported by Rwanda, although Rwandan officials have always denied this. M23 recently took over areas in two provinces. “The M23 still pushes, despite peace negotiations, for territorial benefits,” Van Dalen warned.Sources told CBS News that Rwanda can agree to withdraw troops that support M23 hunters, while the DRC may allow small-scale mining on its territory to be led by Rwanda. However, without the direct involvement or dedication of M23, observers are ensuring that the conflict can easily continue under new conditions.
