Former Harris County District Attorney Kim Ogg has given a grim warning about the handling of the murder case of 12-year-old Jocelyn Nungaray, who was brutally murdered in Houston.
OGG revealed that one of the alleged murderers, Franklin Peña Ramos, had been involved in an earlier sexual attack in Costa Rica – a crime that was not prosecuted or correctly registered – so that he could enter the United States without problems.
The revelation has led to public indignation, especially from those who claim that current immigration policy makes it easier for dangerous individuals to enter the country.
The community demands answers, while the new public prosecutor, Sean Teare, is confronted with criticism for supposed to be assumed to be a “soft-on-crime” attitude that could threaten the pursuit of complete justice for Jocelyn.
Jocelyn’s body was discovered on 17 June 2024. Researchers believe that she was sexually abused and murdered by Peña Ramos and Johan Martínez-Rangel, both Venezuelan nationals who live illegally in the US. The brutality of crime shocked the nation.
Before OGG left the office, OGG had called for the death penalty for both suspects. She now fears that her successor may not show the same determination and warns that critical decisions are being made behind closed doors. She also emphasized a disturbing pattern in which controversial cases are dropped because of ideological or political motivations.
Jocelyn’s family, although unlike the death penalty, demands uncompressed justice. Her mother, Alexis Nungaray, has urged other potential victims to come forward and leads a campaign to adopt legislation aimed at sharpening the detention rules for people without papers involved in violent crimes.
This case has ruled a fierce national debate on public security, immigration policy and legal accountability. Conservative leaders claim that the murder could have been prevented with stricter enforcement of immigration and less political clement for illegal access.
